Pan de Azúcar and the other selected high points belong to Uruguay's gently rolling southeastern landscape. Their relief is modest compared with the Andes, offering a distinct setting among low hills and plains near the country's Atlantic-facing side.
Pan de Azúcar stands near the coastal country around Piriápolis, while the Penitente area belongs farther inland towards Lavalleja. The intervening landscape contains the serranías of southeastern Uruguay: relatively low, distinct hill groups above rolling country. Their regional relationship is closer to an upland landscape collection than a continuous high mountain traverse.
